This research was conducted to find out the policy of a school principal to improve the quality of learning. This study uses a descriptive qualitative method, which collected data from respondents using purposive sampling techniques through interviews, observations, and documentation. The data obtained was analyzed through three stages consist of data reduction, data presentation and conclusion. The results of the study show that the policies of the school principal at SMK Swasta 1 HKBP Sipoholon in improving the quality of learning are: (1) developing the talents, potentials and character of students; (2) developing teacher competencies and skills of education personnel; (3) facilitating school facilities and infrastructure, and (4) adjusting the learning curriculum. This research identifies the importance of school principals' policies in improving the quality of learning so that the school's vision, mission, and goals can be achieved.
